Planner developed at the University of Washington that operates "with actions that have conditional effects and universally quantified preconditions and effects. It accepts universally quantified goals". UCPOP Planner features a plan debugger with a CLIM GUI.
It has been superseded by the Sensory Graphplan planner.

Old but interesting code
From the UCPOP Planner web site: "The code was written back in 1993, as such, it will require work to get it to compile with newer compilers and platforms". Despite this, it provides some interesting code to study, such as the CLIM-based plan debugger.
